21 out of 23 hydel projects in Himachal Pradesh violated norms, resulting in downstream flooding in Punjab. Paddy crop has been destroyed, more than 18 Districts are flooded with hundreds of Villages and lakes of Acre fields are facing difficulty. Responsibility need to be fixed for destruction in Punjab.
